In the eyes of Meng Xiangkai, 2012 is a crucial year for the development of China's general aviation industry. After the relevant guidance was issued by the state, the opening of low-altitude airspace was vigorously promoted. However, from a macro perspective, China's air transport industry has shown a clear trend of “inverted triangles” – the country has a very large air transport industry that can even rival the world's powers, but the general aviation industry is very weak and insufficient to support the national economy. development of.
The shortage of pilots is an important factor restricting the development of general aviation in China. At present, China's private pilots and navigation pilots use the same physical examination standards and safety management regulations as airline pilots, resulting in higher training costs. Meng Xiangkai suggested that under the premise of ensuring safety, the type of aircraft licenses for reducing difficulty will be added, the standards for the physical examination of pilots of privately-runned drivers will be relaxed, and the aviation majors of all kinds of schools will be encouraged to open up the training of aviation technology to meet the requirements of general aviation development. The needs of personnel.
For the current general aviation investment boom in various places, Meng Xiangkai said that from the experience of foreign countries, the market segmentation of general aviation is very detailed, and different enterprises are looking for development space for different markets. He believes that when private enterprises enter the navigation industry, they will carefully conduct in-depth analysis. AVIC is willing to cooperate with private enterprises in the fields of manufacturing, operation and service to jointly promote the development of the navigation industry.
In the three fields of manufacturing, operation and service of General Aviation, Meng Xiangkai believes that the strongest in China is manufacturing, followed by operations, and the most disparity is service. In his view, the navigation service is directly connected with the customer, which is also the area we need to strengthen most.
In order to further accelerate the healthy development of China's general aviation industry, Meng Xiangkai put forward a series of recommendations, and hope that the state will formulate support policies that can support the development of the general aviation industry, including general aviation training, general aviation enterprises with self-owned intellectual property rights and Sino-foreign joint ventures. We will provide import concessions, sales of domestic general-purpose aircraft, infrastructure capacity building such as airports, construction of emerging navigation industry clubs and ground fixed operation bases (FBO) to encourage independent innovation of China's general aviation industry and support the development of the national general aviation industry.
